Digital News Report – Last week, the Select Committee on Improving State Government presented a budget package by California Forward. While I appreciate the genuine effort of this group, the measures fall short of the structural transformation necessary to move California in the right direction.
You’ve heard me say it before and I’ll say it again: this Legislature is operating in a bill factory. Instead of continuing to drown in the mounds of paper that is Sacramento, we must start conducting thorough performance audits of government programs, demanding accountability for taxpayer dollars and increasing oversight.
That’s why I’ve introduced Senate Constitutional Amendment 2 and Senate Constitutional Amendment 28, which respectively would require that the Legislature focus on nothing but the budget and oversight for an entire year and require the State Auditor to conduct a performance evaluation of every state government program and expenditure. I believe increasing time and oversight are the key ingredients to repairing our broken budget system for good.
